Many such countries lack the institutional, technical, and financial capacity to properly operate and maintain complex systems.

It highlights common problems such as inappropriate technology choices, lack of skilled staff, unreliable electricity, absence of spare parts, and underestimation of operating costs. Often, projects fail after a short time because they focus mainly on construction rather than long-term operation and maintenance.
