Business Development Senior Manager

Job Summary

Lead and manage the overall operations of the Business Development Department, including bid management, market development, and strategic opportunity identification. Coordinate multi-sector pursuits and ensure effective execution of Business Development strategies to secure new projects and strengthen the company’s market presence.

Key Responsibilities

1. Department Leadership

  • Lead and oversee the operations and performance of the Business Development Department.
  • Manage Business Development activities from opportunity identification through proposal submission and project award.
  • Implement initiatives to improve departmental efficiency and effectiveness.

2. Bid & Opportunity Management

  • Manage bid processes and maintain accurate opportunity tracking within the CRM system.
  • Coordinate multi-disciplinary pursuits involving multiple sectors to ensure timely and quality proposal submissions.
  • Ensure compliance with company procedures and quality standards for tenders, proposals, and contract documentation.
  • Support divisions in preparing commercial and financial proposals.

3. Business Development & Market Intelligence

  • Work with Management to identify target markets, potential clients, and profitable project opportunities.
  • Monitor and disseminate information on market trends, competitor activities, and project opportunities to Management and Sectors.
  • Track and report win/loss outcomes to support continuous improvement in BD strategies.

4. Licensing & Compliance

  • Provide guidance to BD staff in managing corporate registrations, license renewals, and regulatory compliance with relevant authorities.

5. Management Administration

  • Provide administrative oversight for Admin Management unit matters on behalf of the CEO, including coordination of staff evaluation, disciplinary matters, and monitoring of Annual Leave (AL) and Medical Leave (MC).

6. Staff Development

  • Mentor and guide Business Development staff and review outputs to ensure quality and consistency.
  • Conduct on-the-job training and support capability development within the Department.

7. Other Responsibilities

  • Review financial proposals where required.
  • Manage the Department’s involvement in company initiatives including corporate social responsibility activities.
  • Perform other duties as assigned by Management.

Requirements

  • Possess a recognized degree in Engineering, Business Studies, Administration, Economics, Finance, or a related field.
  • Minimum 15 years of relevant working experience in a similar capacity, preferably within the engineering consultancy or infrastructure sector.
  • Strong organizational and time management skills, with the ability to prioritize workloads, solve complex problems, and meet deadlines.
  • Possess strong analytical skills, with the ability to interpret data and statistics and translate findings into practical business solutions.
  • Demonstrate sufficient technical understanding of engineering projects, including appreciation of project scheduling, cost reasonableness, procurement processes, and manpower planning (an advantage).
  • Proficient in Microsoft Office 365, including Word, Excel, PowerPoint, and Outlook, with experience in preparing spreadsheets, reports, and presentations.
  • Possess excellent interpersonal, communication, and presentation skills, both verbal and written.
  • Experience in preparing and presenting quarterly business performance reports, project forecasts, and pipeline updates to management.
